In the budget cap, the budget you select is for the campaign for the whole day, and in the campaign level budget, the budget you select is for each campaign individually. In budget cap, you can somehow control the daily budget for all the campaigns, and in the campaign level budget maybe the daily budget exceeds the limit sometimes.
