There could be multiple reasons behind that few of them as following:
maybe you are using already used UPC.
Maybe you are selecting the wrong information in the attribute.
Maybe your category is gated.
Maybe you are putting the wrong dimensions.
you have to see the issue by looking thoroughly into it and then try to save it.
