I want to know if my listing’s featured offer eligibility is no then can I run PPC on that listing or not?

  If your listing featured offer eligibility is no, then PPC will not work for it, you will be able to run the PPC but it will not receive any impressions hence no clicks and sales.

  Unfortunately, the Buy Box is a requirement for doing Amazon PPC campaigns. You must have “won” the buy box for your listing if you want to run active Sponsored Product advertising.
