    Can someone please let me know how I can understand the working of the coupon budget?

      basically, it can be calculated as
      let’s say you are selling a $25 product and have applied a 5% coupon. if someone clips the coupon and redeemed it, amazon will charge 0.60 per redemption and a $5 discount per coupon redemption included in that discount. So the final outcome will be this: 50 * $5.60 = $280.

      It is the total amount that will include that total discount on all the units sold. for example, if you have a coupon budget of $ 100 and you are giving 50 % off on 10 $ products your budget will be out after 10 purchases.
