How to switch between warehouses if the inventory is already there?

We cannot switch between Amazon warehouses, Amazon does the switching between warehouses itself

But if you want to really switch due to issues then you need to create the removal order of the inventory and send it back to your address after clearing the issues then again create the shipment then your warehouse will be changed.
