Why we have two option of negative targeting in a single campaign.

    When we open any campaign we see the option of “negative targeting” on the top left bar, and here we also see the campaign has different ad groups, now when we open any ad group, here we also saw a option of “negative targeting” on the top left bar, what is the difference between these two?
