Will I be paying subscription fee if marketplace is blocked in merged account?

I have merged North America and Europe account and subscription fee is split proportionately across each country/region equivalent of $39.99 USD. For instance 13+13+13=39$ so if any country get block then will I be paying his 13$ , if not where those 13$ will move?
